Xiaohongshu KOL Marketing for Hong Kong Brands: KOLs, KOCs and Seeding

Why Hong Kong brands hire Xiaohongshu (RED) creators to reach Mainland visitors: note formats, KOL and KOC mixes, Pugongying deals, disclosure and vetting.

Xiaohongshu KOL marketing is the most direct way for Hong Kong brands to reach Mainland visitors and cross-border shoppers. Before a trip, Mainland users search Xiaohongshu (also known as RED) for Hong Kong restaurants, hotels, shopping and aesthetic clinics, and decide where to go after reading several real-life posts. So the goal on Xiaohongshu is not one or two big creators. It is showing up again and again in search results, which the platform calls "seeding" (種草).

The role of Xiaohongshu in Hong Kong

Xiaohongshu has two audiences in Hong Kong: local users, mainly young women, and Mainland visitors planning a trip. For visitors, it works like a travel guide and a search engine in one. It suits brands targeting women aged 18–35, Mainland visitors or cross-border shoppers, such as food and beverage, beauty, retail, hotels and aesthetic clinics.

Xiaohongshu vs Instagram

Xiaohongshu

  • Users search actively, and notes keep being found through keywords
  • Content is mostly in Simplified Chinese and Mainland usage
  • Saves and questions in the comments are key signals
  • Commercial deals go through the official platform, Pugongying (蒲公英)

Instagram

  • Users mostly see content passively in the feed and Reels
  • Reaches the local Hong Kong audience more directly
  • Likes, shares and Stories interactions matter more
  • Connector Club has official Meta API data

If your business mainly serves older local customers, Instagram or Facebook is usually more direct. See Instagram KOL.

Xiaohongshu note formats and what each is good for

Content on Xiaohongshu is called a "note". The title and cover decide whether people click, and the body decides whether they save it.

Common Xiaohongshu formats

  • Image notesThe main format. Several photos with text and a clear cover, good for restaurants, hotels, shopping lists and product comparisons.
  • Video notesShort videos with text, good for showing how to use a product, unboxings and venue tours.
  • Guide-style notesAddress, prices, opening hours and directions in one place. These get saved the most.
  • Roundups and seriesA creator compiles "best X in Hong Kong" and your brand is one entry.
  • Live streamsReal-time demos and Q&A, for brands with Mainland sales channels.
  • CommentsUsers ask about prices and addresses in the comments, and the creator's replies affect conversion too.

Xiaohongshu is search-led, so wording matters more than on other platforms: put "Hong Kong + district + category" in the title and practical details in the body. KOC notes shouldn't all read the same, or readers will spot an ad.

Partnership models: mixing KOLs and KOCs

The usual approach is a few mid-tier creators to build credibility and many KOCs to fill search results, then boosting the best notes with Juguang (聚光), the platform's ad tool. There are four main models:

  • Ordering through Pugongying: Xiaohongshu's official commercial partnership platform. Notes show a partnership label, and the platform charges a service fee.
  • KOC product seeding: Products or experiences instead of cash, so many KOCs can try them. Suits restaurants and launches. See KOC marketing and product seeding.
  • Running a brand account: After verifying an official brand account (the blue V), the brand posts its own notes and replies to comments, giving creator notes somewhere to point to.
  • Juguang ads: Xiaohongshu's ad platform, used to promote well-performing notes.

Xiaohongshu creators are priced in RMB, and KOC and mid-tier fees differ widely. For a rough cross-platform budget, try the KOL rate estimator.

Xiaohongshu ad disclosure rules

Notes ordered through Pugongying show a partnership label. Commercial notes placed outside the platform may break Xiaohongshu's community rules and have their reach limited, which means the brand pays and nobody sees the note. In Hong Kong, the Trade Descriptions Ordinance still applies to what creators say about products.

Xiaohongshu changes its rules often. Check Xiaohongshu's official guidance for Pugongying service fees and for the documents and fees needed to verify a brand account.

How to evaluate a Xiaohongshu creator

Check before you hire a Xiaohongshu creator

  • Search your target keywords (such as "Hong Kong + district + category") and see whether the creator's notes rank near the top
  • The ratio of saves to likes: many saves means useful content
  • Whether the comments hold real questions, such as address, price or directions
  • Whether the IP location shown on the profile matches where the creator says they are
  • Whether recent notes perform steadily, or suddenly drop (a possible sign of limited reach)
  • Whether past commercial notes carried a partnership label, and how they compared with everyday notes
  • Back-end data screenshots from the creator, including views, reader location and age

Xiaohongshu data can only come from the creator or through Pugongying. Screenshots should show the date and account name.
